This rune is sold by Rix Xizzix in Booty Bay for 1
.
To get him to sell it, go to Wirdal Wondergear's hideout in Feralas, either by completing the quest 
[40R] Quadrangulation or by using the teleporter at the base of the spire at [85, 43]. Once at the top, look for a nearby pillar with a crashed flying machine on it (found at [81.4, 42.5]) and position yourself so that the Tower Defense Automatons will knock you across to it; they will become hostile if you either engage in PvP or set yourself to "At War" with Gadgetzan and attack any of the NPCs.
Once on the other pillar, find Frix Xizzix and heal him to full health, then talk to him and select "Touch Frix and impart your blessing of protection on him." Afterwards, the rune will be added to Rix Xizziix's wares.
