Frix Xizzix is goblin found atop one of the stone spires in the Lower Wilds of Feralas.
He can only be reached via getting knocked off of Wirdal Wondergear's pillar by the gnome's Tower Defense Automatons. Paladins can heal him in order to get the 
[Rune of Grace].
