The Preservationist's Dispatch is the quest reward from N [60-70] Securing an Artifact, given by Tithris at the Roasted Ram in of Valdrakken during day four of Secrets of Azeroth.

It reads:

Preservationist's Dispatch

Kathos, we are worried about a new artifact we just learned about called the Torch of Pyrreth. It is rumored to empower various ancient mechanisms. It was locked away in the Life-Binder Conservatory.

We have these codes to help you, and a text that references a hearth in a building bounded by lava:
(15, 1)
(24, -18)
(19, -27)

Another entry lists these. Tithris commented this could be the torches location.

Hopefully you can figure out their meaning and find the torch before the Primalists.

The Life-Binder Conservatory is west of Scalecracker Keep in northeastern Waking Shores. Enter the big inn building and head to [54.7, 20.4] in the back to find the hearth. Reset the  [Tricked-Out Thinking Cap] by re-equipping it, then navigate to the three Ancient Lever locations:

To check whether the levers were pulled, copy and paste this command into chat:

After pulling all three levers, return to the hearth. Inside the hearth on the left wall of the fireplace at [54.6, 20.4] is the  [Torch of Pyrreth], which immediately starts the N [60-70] Artifact Secured quest.
