Tricked-Out Thinking Cap is a quest reward from 
[60-70] Unfinished Thinking Cap from Fangli Hoot just west of the barber shop of Valdrakken, part of day two of the Secrets of Azeroth event.
To acquire the cap, come up with a 
[Thought Calculating Apparatus], a 
[Downy Helmet Liner], and a set of 
[Crystal Ocular Lenses], then combine them to form the 
[Unfinished Thinking Cap].
Learning the cap is one of the criteria of 
[Tools of the Trade], and is required for the next quest: [60-70] The Tricked-Out Thinking Cap.
While equipped, players are buffed with:
Tricked-Out Thinking Cap — Psst, it's me! You're at (x, y) Cogs-Bolts
The coordinates change with player movement, acting much like AddOn-provided minimap coordinates do. Moving east increases the x-coordinate, and moving north increases the y-coordinate. Players can click-off the buff and use the toy again to reset the coordinates to (0, 0).
