Of the Undercity is a title awarded to Horde players upon completing 
[Exalted Champion of the Undercity], which requires the player attain exalted status with the Undercity and earn the right to represent the Undercity in the Argent Tournament.
Forsaken characters can obtain this title by completing [25-30] The Valiant's Challenge. Characters of other Horde races must complete their version of The Valiant's Challenge, then complete A Valiant of the Undercity.
