If you're not an herbalist, the item drops from Bog Lords, Fungal Giants and Swamp Beasts in Zangarmarsh and the instances of Coilfang Reservoir, as well as treants in Terokkar Forest.
Engineers can no longer extract this item from Swamp Gas clouds in Zangarmarsh with a [Zapthrottle Mote Extractor]; those clouds yield 
[Mote of Water] instead.
