Motes of Air drop from the wind elementals in Outland. They can also be extracted from a Windy Cloud in Nagrand by an engineer using a 
[Zapthrottle Mote Extractor]. Engineers who extract motes often receive 3-5 motes per cloud.

Notes
The two most common places to "farm" elementals for Motes of Air are on the Elemental Plateau in northern Nagrand and the Netherwing Fields and around the Altar of Shadows in southeastern Shadowmoon Valley.
