Drippy is a dredger trainee who appears during 
[60] Training Our Forces, [60] Training in Ardenweald, [60] Training in Bastion, and [60] Training in Maldraxxus. He'll follow you and assist in combat while in the correct zone for the current training quest. He periodically offers an Extra Action Button spell, 
Bring in the Bigguns, which summons Big Chugas to assist you for 30 seconds. Additionally, every 5 minutes, a Dirty Glinting Object will spawn when you leave combat while Drippy is active. The object can contain a variety of goodies, including a companion pet: 
[Lucy's Lost Collar].
He can later be seen at the Vault of Secrets in Korthia, alongside Kashaa and Nandor.
Abilities
Bonk — Inflicts X Physical damage to an enemy.
Throw Muck — Inflicts [X/2] Physical damage to an enemy.
Trainee Ready — Your trainee is ready to use a powerful ability at your command. Allows Bring in the Bigguns to be used.
