The Dark Iron Rune Keepers are four Dark Iron dwarves channeling magic into Siegeotron on the Blood Coast in Nazmir while the Faction Assault on Nazmir world quest 
[10-50WQ] Siegeotron is available. All four need to be killed in order for Siegeotron to awaken and become attackable.
