The Briny Barnacle is the inn of Admiral Taylor's Garrison in the Spires of Arak.

The inn's patrons were slaughtered by the treacherous Watch Commander Branson and turned into spectral ghosts by his master, the necromancer Ephial. Branson and the bodies of his victims can be found in the cellar.
