Worm Supreme is currently one of the best fishing lure items in the game. There are other lures available at +9 and +10 skill, and fishing hats that provide a buff instead, but most lures are crafted, and most hats are not free.
These can be fished up anywhere in Draenor. It can also be looted from Lunarfall Cavedweller/Frostdeep Cavedweller at the Garrison 
[Fishing Shack, Level 3], and Arachnis when a garrison's Hallow's End 
[Creepy Crawlers] decoration is activated.
Patch changes
Patch 8.0.1 (2018-07-17): Many fishing items give less fishing skill points. (Previously 200 skill) 
Patch 6.1.0 (2015-02-24): Summoned Cavedwellers now drops random fish flesh and drops less Worm Supreme. - Patch 6.0.2 (2014-10-14): Added.
