The Washed-Up Mage is a simple Dalaran mage that appears to have hit on some hard times. He is located in The Underbelly of Dalaran, and can be found there sleeping in a culvert behind a sewer grate.
He is the start and finish of a quest which will reward you with the cooking recipe for 
[Kungaloosh].
Mists of Pandaria
In Patch 5.1.0, his name is revealed to be Barnaby Fletcher, occasionally visiting Halfhill Market to peddle a new type of seed – and take advantage of the Tillers’ hospitality. He explains in his quests that his downfall was due to becoming a potion addict. Although he states that he is in fact in a state of addiction recovery and joined a rehabilitation program, he appears to be quite happy and doing much better.
