Valnov the Mad is a Forsaken NPC at Emberstone Village in Gilneas. He was a so called scientist who carried out inhuman experiments on the villagers too old to work the mines at Emberstone Village.

This is probably a reference to Dr. Joseph Mengele the sinister Nazi Doctor who did inhuman experiments on anyone who was not fit (was old or not strong enough) to work in the camp.
