The Black Council is a group of mortal warlocks, rouges, death knights as well as the black dragonflight that have united to empower themselves and fight the growing threat of the Burning Legion.
Membership
Coucncil of the Black Harvest
The Council of the Black Harvest is a council of 6 Warlock Master Trainers, that decided to partner to find ways to empower themselves. Ritssyn and Zinnin explored Sulfuron Keep. Shinfel and Zelfrax attempted to capture the remaining members of the Twilight Hammer and persuade them. Jubeka Shadowbreaker and Kanrethad returned to Outland. They returned to pass their knowledge on to all warlocks, and dissappeared shortly after.
- Dark Shaman - The Dark Shaman are a cult of shaman, formed by remnants of the fallen Twilight's Hammer. They were enslaved by the Council.

Fire elemental - The Council have enslaved the fire elementals of Firelands with the help of the dark. 
Demons - The warlocks of the Council of the Black Harvest have captured and enslaves many of the demons located on Outland.
Ravenholdt
Ravenholdt is a guild of thieves and assassins which welcomes only those of extraordinary prowess into its fold. They served Wrathion when he was still in the egg. Their headquarter is in Alterac Mountains. They have recently allied with the Syndicate.
Syndicate
The Syndicate is mostly a human criminal organization which originates from the former kingdom of Alterac. It is based in Strahnbrad and operates primarily in the Arathi Highlands and the Alterac Mountains, although a few small encampments are scattered in the Hillsbrad Foothills. The Syndicate is led by Aiden Perenolde. They have recently allied with the Ravenholdt.
