Totemic Surge is a conduit for shaman. It drops from So'leah in Tazavesh, the Veiled Market, Shriekwing in Castle Nathria, and the Lords of Dread in the Sepulcher of the First Ones.

It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
