Thunderpaw Refuge can be found in north-central Jade Forest, north of the big unnamed bridge over the Forest Heart and to the southwest of the Tian Monastery. It is apparently where monks go to learn mistweaving.
By the eastern side of the refuge's building is the monk lore object The First Monks. Interacting with the monk lore objects is the objective of the Pandaria exploration achievement 
[What Is Worth Fighting For].
Scenario
A scenario plays out in the refuge and on Thunderpaw Overlook, called A Brewing Storm. Brewmaster Blanche starts the event, wandering up and down the path to the peak.
