Thaumaturge Vashreen was an ethereal arcane reforger previously found at The Three Winds in Stormwind City, alongside Vaultkeeper Razhid, Warpweaver Hashom, Voidbinder Sturzah and Thaumaturge Rafir. While physically removed from the game, he does continue to exist.
In patch 7.2, he returned to the game as the vendor for Relinquished tokens at Deliverance Point at the Broken Shore. In 7.3 he travels to Argus aboard the Vindicaar, trading for 
[Veiled Argunite].
Vashreen claims Locus-Walker is a "disreputable individual" who sought him out as a financier for a project that sounded profitable, and Locus-Walker has never repaid Vashreen's investment.
During the Fourth War, he arrived to Boralus and Dazar'alor.

Lost Items
Vashreen mails items to a player that won them through the bonus roll system, using tokens such as Warforged Seals, but whose bags were full. This was done for both Alliance and Horde players.
In patch 5.0.4, alchemists who had a 
[Flask of Enhancement] or 
[Flask of the North] had them removed, and Vashreen mailed them an [Alchemist's Flask] as a replacement instead.
We discovered this curious item in one of our vaults, and it apparently belongs to you.
In patch 6.0.2, he started mailing notices on lost currency to players that the system apparently owed.
We discovered some lost currency from <Continent/Zone> in our ledgers, and it apparently belongs to you. <#> <Currency> have been added. If this caused you to go over your currency limit, we adjusted the amount to bring you to the limit and not go over!
