Terokkar Refuge is an outpost of the Arakkoa Outcasts, located on Duskfall Island south of Tuurem in Talador. The Outcasts have settled on the island after being forced from their homes in Veil Shadar by the Adherents of Rukhmar, the flying arakkoa who seek to exterminate their cursed brethren.
