The Spectral Essence was a quest reward from 
[60D] Kirtonos the Herald, the end of a quest chain starting with [60D] Doctor Theolen Krastinov, the Butcher given by Eva Sarkhoff located in front of the shack in front of Scholomance. On equip, this trinket allows players to see and interact with the ghosts in Caer Darrow.
For players who did not acquire the trinket pre-Cataclysm, they can make a new Spectral Essence by acquiring an 
[Inert Spectral Essence] from Eva's ghost in Heroic Scholomance with 5x 
[Essence of Undeath] and 3x 
[Dark Rune] as part of the 
[Memory of Scholomance] achievement. See the memory article for more information.

Notes
While the questline was removed in patch 4.0.3a, players who had completed it prior to Cataclysm could still receive the Spectral Essence from Eva Sarkhoff until the dungeon's update in Mists of Pandaria.
At some point before the release of patch 10.1.5, the requirement to be in Caer Darrow when equipping the trinket to activate it's effect was removed.
