Patch changes

Patch 10.2.0 (2023-11-07): Now causes Deep Wounds to bleed out more quickly for a short duration (was expire instantly).
Hotfix (2023-05-15): Now causes expired bleeds to deal 65% damage (was 100%) in PvP Combat.
Patch 10.0.5 (2023-01-24):
- Now causes [Mastery: Deep Wounds] to expire instantly.
- Skullsplitter and [Tide of Blood] now work on absorb shields.
Patch 10.0.2 (2022-11-15): Skullsplitter now generates 15 Rage (was 20) and cooldown reduced to 21 seconds to better align with Rend (was 30 seconds).
Patch 10.0.0 (2022-10-25): Now a row 6 Arms talent (was a level 15 Arms talent).
Patch 8.0.1 (2018-07-17): Added.
