The Shimmermist Runner is a cloudrunner located in the Mistveil Tangle in Ardenweald. Shizgher, a spriggan, is attempting to break its will.
Killing Shizgher and then interacting with the Runner will grant the 
[Shimmermist Runner] mount. See Shimmermist Runner#Source for how to reach them.
