Patch changes

Patch 10.1.0 (2023-05-02):
- No longer passively grants an additional charge of Mind Blast.
- No longer temporarily increases the maximum charges of Mind Blast when it triggers.
Hotfix (2023-01-09): The trigger rate of Shadowy Insight has been reduced by 25% while in PvP Combat.
Patch 10.0.0 (2022-10-25): Re-added as a row 6 Shadow talent (was a level 15 Shadow talent). Now also grants Mind Blast an additional charge.
Patch 9.0.1 (2020-10-13): Removed. Replaced with [Death and Madness].
Patch 8.0.1 (2018-07-17): Moved to the level 15 talent row (was level 75). Chance to proc is no longer a fixed 10%.
Patch 7.0.3 (2016-07-19): No longer affects [Mind Spike]. Chance to proc increased to 10%, up from 5%.
