Shade of Terror is a conduit for warlocks. It drops from Timecap'n Hooktail in Tazavesh, the Veiled Market, Shriekwing in Castle Nathria, and Skolex in the Sepulcher of the First Ones.
An ilvl 145 version is also rewarded from 
[60] Strengthen the Bond, 
[60] A Journey Made Together, 
[60] Strengthening the Bond, and 
[60] Strengthening the Bond.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
