Restored Obsidian Key is created by combining 30  [Key Fragments] and 3  [Key Framing] after first creating a  [Greater Obsidian Key] for  [70EWQ] Allegiance to One once a week. Both key parts drop from mobs in and around the Obsidian Citadel in the Waking Shores.

The restored keys are required for multiple repeatable quests, which can be completed as often as desired:
