Puzzling Cartel Dinars are obtained from Fated Raids, rewarded from the 
[60R] Crossing Fate questchain. They can be traded for gear in the Hall of Holding in Oribos. Ko'ropo sells trinkets from Castle Nathria. Ta'choso sells trinkets and weapons from Sanctum of Domination. So'turu sells trinkets and weapons from the Sepulcher of the First Ones.
Upon obtaining the first coin and arriving in Oribos, the quest [60] It's Just a Coin, What Could it Cost? is automatically given to the player.
