Kirin Tor Familiar is a companion that is obtained by first completing the 
[Higher Learning] achievement.
Once the achievement has been earned, an item called [The Schools of Arcane Magic - Mastery] will be given that will teleport you to the spire, at Archmage Vargoth's Retreat. The pet is not bought but rather placed into the player's inventory after speaking to Archmage Vargoth.

To prevent apprentices from secretly using the familiar to complete their chores, the archmagi placed the ritual required to summon the creature across the pages of several spellbooks hidden throughout Dalaran.
Elemental: Ignores all negative weather effects. Enemy pets can still gain the beneficial effects from weather when facing an elemental.

Trivia
The idle animations for this companion are similar to the voidwalker's with the addition of sporadic arcane explosions periodically. Unlike the laser beam from 
[Sleepy Willy]'s eye, there does not appear to be an obvious trigger.
