Kelaan is a Broken located next to Father Gavin along with Lowan Featherbreeze in Misty Pine Refuge in Dun Morogh. Judging by the short conversation the three are having, Featherbreeze and Kelaan appear to have been sent by someone to survey the damage done to Azeroth by the Cataclysm.
