How to Train a Dragonkin is a reward from 
[60-70] Taming the Dragon...kin, which becomes available at Renown level 23 with the Valdrakken Accord. This item teaches hunters how to tame lesser dragonkin, as well as vorquin (which belong to the stag family instead). It can only be learned on a hunter character.
