Gavel of the First Arbiter drops from the Jailer in Sepulcher of the First Ones. It is Zovaal's own weapon, and alludes to his former role as the Arbiter.

Twisted Boons

The Gavel's use effect creates a Soul Fragment with very little health near the target enemy. Killing the Fragment grants one of the following buffs for 60 seconds.

  • Inv maldraxxus.png Boon of Assured Victory — Your attacks have a high chance to apply a plague to your enemies, dealing Nature damage over 8 sec, stacking up to 3 times.
  • Inv bastion.png Boon of Divine Command — Your attacks have a chance to deal Arcane damage to nearby enemies and increase your armor by X.
  • Inv revendreth.png Boon of Harvested Hope — Your attacks have a chance to cause the target to bleed for Physical damage over 3 sec, healing you for that amount.
  • Inv ardenweald.png Boon of Looming Winter — Your attacks have a chance to deal Frost damage and absorb the next X damage dealt to you.
  • Inv torghast.png Boon of the End — Swell with forbidden magic, gaining size, Strength, and causing your melee attacks to have a high chance of dealing Shadow damage to all enemies in front of you.

Each Boon is themed after one of the Shadowlands' major afterlives: Maldraxxus, Bastion, Revendreth, Ardenweald, and the Maw, respectively.

Notes

  • When the Jailer wields this weapon during his boss encounter, it also acts as a flail, being able to shoot out a chain with a spiked tip from its mouth. This aspect isn't present in the version used by players. However, the skull periodically opens its mouth for a few seconds.
  • The Jailer's mace first appeared in the Folk & Fairy Tales of Azeroth short story "Sister Is Another Word for Always", in which it is described as "a hideous mace dripping with the same blue fire of [the Jailer's] eyes". It didn't appear in-game until patch 9.2.
