Earthwatcher Waveguards are water elementals located in Shimmering Expanse and Kelp'thar Forest. They have been summoned by the Earthen Ring Shaman to fight off the Zin'jatar Fathom-Stalker. Along with the Greater Fire Elemental and the Greater Earth Elemental. They all are found dead after Fathom-Lord Zin'jatar cast 
Tsunami Knockback on them.
There is also one spawning in the Kelp'thar Forest near to Shallow's End to prevent PK'ing by 1-shooting.
Abilities
Water Bolt — Hurls a watery bolt at an enemy, inflicting Frost damage.- Water Spout — Deals Frost damage to the target and any nearby enemies, knocking them back.
