Crowning Achievement becomes available after reaching Renown 22 with the Valdrakken Accord. This quest exists to direct the player to Provisioner Thom, who sells item level 389 versions of 
[Expedition Researcher's Hood], 
[Expedition Mercenary's Helm], 
[Field Scout's Helmet], and 
[Expedition Guard's Helm].
Completion
My, my, you're certainly making a name for yourself. At least, that's what the boss tells us.
