The Council of Darkshire (or Darkshire Council),[1] once presided by Lord Ello Ebonlocke, was the ruling organization of Darkshire. Before they betrayed Stormwind to join the Veiled Hand cult, the councilmen were responsible for enforcing justice in the region, notably by ordering death sentences for those who sold the bodies from cemeteries in Duskwood.[1]

History

When Duskwood was deserted by the Stormwind Army, the Council pleaded their cause but it fell on deaf ears beyond the walls of Stormwind,[2] due to the political manipulations of Lady Katrana Prestor.

At some point, the House of Nobles interfered with the judgment of the Council regarding the execution of the grave robber Dextren Ward, who sold bodies to the necromancer Morbent Fel, and instead had him locked in the Stormwind Stockade. As a clear message, Councilman Millstipe sent an adventurer to execute Dexten, so that the corrupt bureaucrats would understand that the people of Duskwood will stand against Stormwind if they do nothing to help them.[1]

When Magistrate Solomon required the help of the Night Watch to save Lakeshire from the Blackrock orcs,[3] Lord Ebonlocke had to refuse because the town would have been overrun by evil before the guards could even reach the edge of the forest.[4]

Around the time of the Cataclysm, the Twilight's Hammer cult tried to recruit the citizens of Darkshire with their apocalyptic notes. As such, Role Dreuger notified Lord Ello Ebonlocke of the situation and placed the Night Watch on high alert.[5]

During the third invasion of the Burning Legion, the Council alongside some members of the Night Watch joined the Veiled Hand after being promised freedom and respect by The Herald. In the town hall, Sister Althea Ebonlocke gave a speech to the Council, where she announced that once Caden Shadowgaze arrived, the cult would depart to Stormwind City in order to stage a demonic invasion. However, the meeting was interrupted by the Shadow of the Uncrowned who tried to assassinate Althea, but the attempt failed and the councilmen escaped.[6]

While it is possible for the rogue adventurer to attack them, the councilmen were not the objective and ran away, indicating that they may still be alive somewhere. Role Dreuger was the only councilman to be absent from these events.
