Cote "Shepherd" Metcalf is a human mage standing in front of the entrance of the Tower of Azora in Elwynn Forest, he is the final obstacle, as well as the owner of 
[The Woolomancer's Charge] and can only be found if the mage hunting for the hidden artifact appearance has completed the previous requirements.
He was kicked out of the Tower of Azora by Theocritus, who branded him as insane. When a mage talks to him, waves of Enraged Elwynn Sheep and Enraged Volatile Elwynn Sheep appear to swarm him down. After protecting him, a lumberer named Craig Ryan V appears and tries to warn the mage that Cote is a maniac who transformed the former's entire family into sheep. Cote polymorphs Craig into a sheep and then turns his staff on the player. He is killed in the ensuing onslaught and his staff taken from his body.
Abilities
When hostile, Cote will use these spells:
Arcane Barrage — Inflicts Arcane damage to an enemy.
Arcane Explosion — Sends out a blast wave of magic, inflicting Arcane damage to nearby enemies.
Arcane Missiles — Launches magical missiles at an enemy, inflicting Arcane damage every 1 sec. for 5 sec.
Inconceivably Volatile Polymorph — A lot more dangerous than usual.

- While "cote" and "shepherd" are both words related to sheep, the name "Metcalf" is likely a reference to former Blizzard artist Ryan Metcalf, who helped design the Woolomancer's Charge appearance.[1]
