Calculated Strikes is a conduit for Windwalker monks. It drops from Ventunax in the Spires of Ascension, the Hungering Destroyer in Castle Nathria, and Lihuvim in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.

Hotfix (2020-11-24): No longer causes 
[Spinning Crane Kick] to deal less damage than intended when using a two-handed weapon. - Patch 9.0.2 (2020-11-17): Added.
