The Bladespire Primalist is an ogre found atop the time-locked Mor'dul Tower on the Forbidden Glacier in southwestern Frostfire Ridge. Compared to the Bladespire Brutes inside the tower, the primalist actually has decent loot for casters, the 
[Primalist's Prismatic Pendant] and 10-20x 
[Garrison Resources].
Tracking quest
To check whether the bladespire primalist has been looted, copy and paste this command into the chat window:
/run print(C_QuestLog.IsQuestFlaggedCompleted(33438))
If a "true" appears in the chat window, the bladespire primalist has been looted; "false" indicates the opposite.
