Azure Ring Captains are blue drakes found in the Oculus. They are summoned by Varos Cloudstrider during his encounter.
Abilities
Arcane Beam — Azure Ring Captains channel a beam of arcane energy at a player's location, inflicting Arcane damage to all players within 0 yards. As the beam is channeled it moves towards a random player.
