Patch changes

• Patch 11.0.5 (2024-10-22): Chance to trigger is reduced to 35% (was 40%), and it deals 60% of damage dealt (was 50%).
  
• Patch 11.0.0 (2024-07-23): Redesigned – [Wrath] and [Starfire] have a 40% chance to cause their targets to languish for an additional 50% of their damage dealt over 6 seconds. Now a 1- point talent.

  Old: Your critical strikes from Starfire and Wrath cause the target to languish for an additional 40/80% of your spell's damage over 6 sec.
