Patch changes

Patch 10.1.0 (2023-05-02): Nature's Balance generates 2 Astral Power every 3 seconds (was 1 every 2 seconds).
Patch 10.0.0 (2022-10-25): Now a row 4 Balance talent (was a level 15 Balance talent).
Patch 9.0.1 (2020-10-13): Now generates 1 Astral Power every 2 seconds while in combat (was 2 Astral Power every 3 seconds). Now available at level 15 (was 100).
Hotfix (2018-07-24): Fixed a bug where Nature's Balance was granting slightly less Astral Power than listed.
Patch 7.0.3 (2016-07-19): Added.
