It is an exclusive choice node with [Spiteful Serenity] for Arms, and with [Reckless Abandon] for Fury.

Patch changes

Hotfix (2024-01-22): Now reduces [Recklessness] and [Ravager]'s cooldown by 1 second per 15 rage spent (was 20 rage).
Patch 10.2.0 (2023-11-07): Rage spent on [Ignore Pain] no longer contributes to Anger Management.
Patch 10.0.5 (2023-01-24): Fury: Now also decreases the cooldown of Ravager.
Patch 10.0.0 (2022-10-25): Now row 6 (Arms)/row 9 (Fury)/row 7 (Protection) talent (was a level 50 talent for all specs).
Patch 9.0.1 (2020-10-13): Now level 50 (from 100). No longer affects [Last Stand] or [Demoralizing Shout] for Protection.
Patch 8.0.1 (2018-07-17):
- (Arms) Now reduces the cooldown on Colossus Smash and Bladestorm (was Battle Cry and Bladestorm).
- (Protection) Now also reduces the cooldown on Avatar.
- Now available to Fury, reducing the cooldown on Recklessness.
Patch 7.2.5 (2017-06-13): (Arms) Anger Management now spends 20 Rage per 1 second of cooldown reduction (was 10 Rage per 1 second), and now also reduces the cooldown of Bladestorm.
Patch 7.1.5 (2017-01-10): (Protection) Also reduces the cooldown of [Demoralizing Shout].
Hotfix (2016-07-22): Anger Management should reduce the correct amount of the remaining cooldown on Battle Cry, with the corresponding amount of Rage spent by Execute.
Patch 7.0.3 (2016-07-19): Redesigned: Now only affects Battle Cry, Last Stand, and Shield Wall. No longer available to Fury warriors.
Old: Every 30 rage that you spend reduces the remaining cooldown of several of your abilities by 1 sec.
