Ambassador Slaghammer is the Ambassador of the Dark Iron clan located in the Dark Iron Embassy in Ironforge.
During the quest 
[1-30] Seize the Ambassador, Moira Thaurissan finds out that he's working for the Twilight's Hammer clan, giving them information and coordinating the attacks against Ironforge. She then sends the player to arrest him, then orders to throw him in the city dungeons.

It is unclear what relation Ambassador Slaghammer has to Shadowlord Slaghammer. Their physical appearances, including hair and beard style, appear to be identical, but Shadowlord Slaghammer also mentions a "family debt", as opposed to the personal debt that would make more sense if the two were the same person.
Additionally, while Shadowlord Slaghammer speaks with a very thick dwarven accent and is loyal to Moira, Ambassador Slaghammer speaks with no noticeable accent at all and appears to be genuinely loyal to the Twilight's Hammer.
