Zhang Yeoh is a pandaren located at Lunarfall and Frostwall. She is added outside the Town Hall as a result of the quest  [40] Black Marketeering and provides a real-time view of the items currently listed on the Black Market Auction House in Dalaran or Zuldazar. You will still need to visit Madam Goya to place a bid.

The real reason she was sent is so that she can act as Madam Goya's eyes and ears inside the garrison, having failed beforehand to sneak a spy inside.
