Devlin Agamand is a skeleton found at the Agamand Mills in the Tirisfal Glades. He is a minion of the Scourge who betrayed his family.
Biography
Serving the Scourge
Devlin Agamand was the youngest of the two Agamand brothers. Unlike Thurman, who was gentle and kind, Devlin was weak, and had a sharp tongue. When Tirisfal Glades came under attack, Devlin made a deal with the Scourge. What he was promised is unknown, but the pact was a lie. He murdered two guardsmen, allowing a small force of Scourge to enter the mills. He and the Scourge then proceeded to slay a third of the defenders before they withdrew. He warned that if the family stood against him, they would die, though it is unknown if it was a warning or he was gloating.
Shadowlands
At some point after the way to the Maw, a never-ending infinite plane within the Shadowlands had opened, Devlin found himself drawn to the service to the House of Constructs led by Margrave Gharmal. However, after Gharmal revealed his treachery in allying with the Mawsworn, Devlin, who had recently regretted so much of his previous actions, decided to help the House of the Chosen and the Maw Walker defeat him.
Objective of
[Devlin's Remains] are sought by Coleman Farthing in Gallows' End Tavern in Brill within the Tirisfal Glades for the quest 
[1-30] The Haunted Mills.
