Unrelenting Cold is a conduit for Frost mages. It drops from Nalthor the Rimebinder in the Necrotic Wake and Sylvanas Windrunner in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
