Transients are homeless citizens of Westfall who can be found throughout the zone and appear to carry their belongings in bags on sticks, stereotypical of a hobo in American culture. They have a buff called "Hobo Stick" that has no effect but says "What's in the bag?"
Along with the other NPCs at the Jansen Stead, the Transients there will say things like "I miss being robbed by the Defias. At least they'd leave you a little something to eat from time to time." (A reference to taxation to pay for the war in Northrend.) They are among the NPCs there who must be interrogated there for 
[5-30] Murder Was The Case That They Gave Me. Like other characters in Westfall, they are neutral rather than friendly toward Alliance players as a result of deteriorating conditions and the Defias Brotherhood's efforts under Vanessa VanCleef.
During the Legion Invasions, they could be found injured or being cornered by demons. Saving them would improve the score of defense against the Legion.
