The Clerk's Notes is the quest reward from 
[60-70] A Chilling Ascent, the start of day five of Secrets of Azeroth.
The notes read:
* Map of Eastern Azure Span
* Top Level of Blue Dragonflight facility, Vakthros
* Console is (11, -2) from door, whatever that means?
<A note on the back shows you successfully solved this clue.>
The top level of Vakthros is the highest tower with an Ancient Waygate on it at [77.6, 30.8] in the Azure Span. From there, fly down to ground level to get to the door at [77.9, 32.2] where the climax of the Azure Span storyline took place.
Reset the 
[Tricked-Out Thinking Cap] then head northeast to (11, -2) or [78.8, 32.5] and equip the 
[Torch of Pyrreth]. There, at the flightstone, the player will channel into the pillar:
- A tablet is unveiled at the base of the pillar.
Interact with the Unveiled Tablet:
<Etched letters grace the tablet in a language you cannot understand.>
<Use paper and charcoal to make an etching.>
Players create the 
[Unveiled Tablet Rubbing] which starts [60-70] A Knowledgeable Descent.
