It's is quite difficult for Kul Tiras to be a city-state. It would mean that everything in the country is controlled by Boralus, and without the city the country wouldn't exist. But we know that, for starters, the fleet is built in Stormsong Valley, which itself has a big city, Brennadam; Drustvar is the the mine of Kul Tiras with different settlements. Not everything in the country goes around Boralus so it doesn't make sense for it to be a city-state. Because then, all the countries in Warcraft are city-states. --Ryon21 (talk) 14:40, 26 May 2018 (UTC)

Already discussed this on Slack, they definitely should have dropped the term city-state and have simply sticked to "kingdom" but it still technically works. But most importantly, as we said it's already explained on the respective Boralus page and Kul Tiras page, there's no need to have it on the comic page as well especially since it's not relevant to it, and the comic itself technically doesn't contradict anything that wasn't said already. -- MyMindWontQuiet 15:42, 26 May 2018 (UTC)
