Two Hoggers

This Hogger is a fake

So in the BfA beta on the Horde side, you do a scenario called  [10-60] The Stormwind Extraction. Once you get in the stockades, the first big room you enter, you'll find a Hogger "Costume" NPC just in a barrel next to caged female human, Kazul. You can talk to her and she says the following:

"Look, it's just a costume! See? Feel it! Now will you tell them to let me out of here? It was just a joke! Hogger wasn't really terrorizing Stormwind!"

I don't think it means the Hogger in the Stockades was a fake one, considering Marcus Jonathan himself came to arrest Hogger in Elwynn. What this simply means is that, at some point, some joker disguised herself as Hogger and got arrested by the Guard, probably years after Hogger's death. Xporc (talk) 10:00, 12 May 2018 (UTC)

I think the truth is more gruesome, since the NPC is called Hogger "Costume"(Notice the " " in costume). If I had to guess, Hogger had been killed and taxidermied and this woman has been using his body to terrorise Stormwind.
