Patch changes

Patch 10.0.0 (2022-10-25): Removed. Effects merged into [Mastery: Enhanced Elements]. Rank 2 converted into the [Stormblast] talent.
Patch 9.0.5 (2021-03-09): Stormbringer can now correctly trigger from [Ice Strike] and [Sundering].
Patch 9.0.1 (2020-10-13): Now learned at level 27. Now procced by special attacks, rather than weapon attacks and no longer reduces cost of Stormstrike (due to removal of said cost). Stormstrike damage increase moved to Rank 2 (Level 43).
Patch 8.0.1 (2018-07-17): Stormbringer now makes next Stormstrike cost 100% (was 50%) less Maelstrom and deal 25% more damage.
Hotfix (2017-06-13): Stormbringer can now proc from Stormstrike offhand and Windstrike offhand attacks.
Patch 7.2.5 (2017-06-13): Stormbringer chance to proc increased to 8% (was 5%), and now procs from all weapon attacks.
