The Slain Scarlet Crusader is found in the house at Newman's Landing after completing 
[40] A Lost Brother. Interacting with him will spawn a Scarlet Crusade Assassin.

This Scarlet Crusader seems to have died in quite the struggle. Judging by his his[sic] wounds and his dented armor it appears that he was struck multiple times with a blunt weapon. The cloth on his tabard is also quite tellingly burnt in several places. As a paladin, you easily recognize those burns as you've caused wounds just like them many times with your own holy magic.
There's no sign of Aeonas however, which is troubling.
