Skithis the Infused is a sethrak found siphoning power from a large Azerite crystal in the Blistering Wastes in Vol'dun while the world quest 
[50WQ] Azerite Empowerment is available.
Abilities
Cascade — The caster hurls a ball of Azerite at nearby targets. Players within 5 yards of the impact suffer Arcane damage. After landing, the ball will bounce two additional times.
Shock — Shocks the target for Arcane damage.
Venomous Spit — The caster spits Azerite-charged venom at the target, poisoning them for Astral damage every 3 sec for 9 sec.
